Can't close vertical credit spreads due to insufficient buying power, despite having the maximum possible loss held in collateral???

I placed an order yester on TOS for my paper trading account, that was a AMZN vertical put credit spread with a strike price of 1700 and 1695 put that expires Friday. Amzn crashed today and I was wanting to close the trade for a loss but it wont let me close either put because it says I don't have enough buying power even though they are already holding my max loss. Why cant I close the trade now?  Instead of having to take the maximum loss by letting it expire on Friday most likely ITM? Thanks.
